Designing a 72-inch Water Line on an Accelerated Schedule

In May of 2000 the City of Houston implemented the Accelerated Surface Water Transmission Program (ASWTP), a $140 million program consisting of 24 water line projects ranging in diameter from 84-inches to 30-inches. These projects are on an accelerated schedule and are to be complete and in service by May 31, 2003. One of the final ASWTP projects to be designed and constructed is approximately 9,000 linear feet of proposed 72-inch water line. Due to size and construction constraints, limited routes were available for consideration. Ultimately the route selected runs along a variety of land use areas including an established industrial area, a high volume traffic corridor, and residential areas each with their own construction issues, which had to be addressed during the design. This project begins in an industrial area, approximately 4,500 linear feet of the project is along a road heavily traveled by eighteen-wheelers. The next 1,500 linear feet of water line is located in a commercial area with high volumes of traffic. The project terminates in a residential area. Approximately 2,000 linear feet of water line construction will be in front of residential homes. Maintaining local access for residents and business owners as well as minimizing the impact to the general public were critical design issues. Existing utilities in the area created design complications. The impact the construction of the 72-inch water line would have on the surrounding infrastructure was a concern. Due to age and deteriorated condition, the rehabilitation of an existing 48-inch sanitary sewer along the route was incorporated into the water line project. Significant roadway improvements were also included in the project where construction would impact the majority of the roadway. Finally coordination with private utilities was paramount. A portion of a 12-inch high-pressure gas line and approximately 1,500 linear feet of a major Southwestern Bell Telephone conduit had to be relocated before construction of the 72-inch waterline could begin. To facilitate the relocation of the private utilities a 12-inch water line was relocated utilizing the City of Houston's On-call Contractor. Because of the accelerated schedule, construction time is approximately 100 days shorter than what would normally be allotted. The design of the 72-inch water line had to account for these concerns in addition to normal construction constraints associated with a large diameter water line. Through aggressive management, coordination, and support from City personnel, the design of the 72-inch water line was completed, allowing the City of Houston to move forward, meeting current and future water demands.
