The Missouri Department of Natural Resources (department) has evaluated environmental management system (EMS) concepts and models since 1996. Based on internal reviews and external stakeholder inputs, the conclusion was reached that EMS could lead to increased environmental performance on the part of implementing organizations, reduced releases of contaminants, pollution prevention (source reduction), and efficiencies for organizations and the department. In view of this, the department decided to develop and administer a program to encourage implementation of environmental management systems by organizations in Missouri. This activity is a statewide outreach effort. The program is called the Missouri Environmental Management Partnership (partnership), and was initiated in February 2003. The partnership is modeled on similar programs of the US Environmental Protection Agency and several states. The EMS concept that is the core of the Missouri program is generally consistent with the International Organization for Standardization (ISO) 14001 Environmental Management System Specification (1996). To participate in the partnership an organization must develop an EMS that conforms to the Missouri EMS standard, and must commit to regulatory compliance, continual improvement of the EMS, submission of an annual report and accept occasional evaluations of the EMS by the department. Four participation categories provide for membership by a variety of organizations with varying levels of EMS sophistication. Participation in the program results in various forms of positive recognition of the organization by the department, permitting incentives and a form of mitigation for regulatory violations. Participation in the program is voluntary and an organization may withdraw at any tune. An organization continues in the program by demonstrating EMS conformance and continual improvement primarily through the submission of the annual report. The partnership does not require a periodic, complete revision of the EMS. The department may suspend partnership incentives, or an organization's membership may be terminated, as a result of nonconformance with the EMS.
