Implementation of structural BMPs is being required by more and more regulatory agencies every year. Yet questions remain about whether conventional structural controls adequately address impairments in the receiving waters. The California Department of Transportation (Caltrans) is performing an assessment of the opportunity and potential benefit from retrofitting existing highway facilities. This study is the result of litigation that identified Caltrans as contributing to the impairment of the designated uses of certain receiving waters in Southern California. As part of the court ordered study, Caltrans is evaluating the pollutant removal effectiveness of 39 structural BMPs installed at 33 highway-related facilities. These structural controls include many of the types of facilities recommended for implementation by regulatory agencies. The water quality monitoring data, collected using a consistent sampling and analysis protocol, are analyzed to compare the effectiveness of these controls. An analysis of receiving water impairments in Southern California also is presented that identifies the main reasons for 303(d) listing of receiving waters in the area. These impairments are compared to the expected performance of the conventional structural controls to identify the degree to which conventional structural controls can be expected to address identified water quality problems. Although pollutant removal is often substantial, the data indicate that structural controls can be expected to do little to mitigate some of the most widespread impacts caused by storm water runoff.
