The dynamics of FAST TCP, a new delay-based TCP congestion control algorithm for high-speed long-latency networks, is studied based on a recently proposed discrete-time model for general networks with feedback delay. A sufficient condition for local asymptotical stability has been provided based on the general Nyquist criterion. This condition suggests that local stability depends on delays only through their heterogeneity. Based on this condition, we show that the FAST TCP system is always locally stable when there is no feedback delay. The global stability is also proved for a single bottleneck link case in the absence of feedback delay.
