Taboguilla is a small island located 10 miles outside the Panama Canal Pacific Entrance. In 2002 a fueldistribution facility was installed in order to supply fuel to vessels passing thru the canal. The currentcapacity of the tank farm is equivalent to 1,100,000 barrels. The demand for marine diesel at thislocation still exceeds the current capacity, thus an expansion project is currently underway to increasethe available space for diesel tanks. There is a total of 800,000 cubic meters to be excavated in order tocreate the new space. 400,000 cubic meters of that total is basalt rock which will need to be blasted.There are multiple things to consider in order to successfully execute this project. The foremostchallenges include logistics for explosive transportation from inland magazines to the island,coordination with the customer to avoid blasting while vessels are fueling, the design of patterns thatcomply with the peak particle velocity limits of tank structures and the avoidance of rock projection.Each of these vital parts must be well coordinated for each blast.The new tank area is to be located adjacent to the current tank farm area and will be divided into twodistinct benches. Blasting will start at 70 meters above sea level and will come down to 35 meters for thetop bench and 22 meters for the final bench. Blast patterns so far are limited to a depth of 11.5 metersand a 4.0 meter by 4.0 meter pattern. Current distance to the structures is about 90 meters but as theproject advances blasts will be as close as 20 meters from the pipeline that runs from the tanks to thedocking area. In preparation for this critical stage, a detailed report is completed for each blast. Thisreport includes the amount of explosives per borehole, the timing scheme, seismograph readings forstructures of concern and the blast video.Structures of concern include 35,000 cubic meter fuel tanks, potentially unstable benches above thecurrent tank area, the customer′s main office located near the tanks, the dock area, and pipelines. Theblast videos are used to analyze rock mass movement, fragmentation and rock projection if any.Thoughtful analysis of the information recovered is continually needed to assist in pattern modification,improving control techniques and limiting the critical blast area. These adjustments are imperative inorder to successfully accomplish the project.
