The authors present this hastily prepared paper in the hope that its fragmentary summary of what has been happening in the field of water resources management in the last quarter century will start a new dialogue that will lead to institutional changes to improve water management in the future. They note that others have contributed valuable insights at the end of the twentieth century to advance thinking and dialogue, as well.~(xviii) Recent studies by NAPA panels indicate that the environmental protection programs authorized by the Congress are not being conducted by the EPA in ways that will achieve the desired objectives. The planning of the water pollution abatement program and its coordination with the programs of other water resources agencies authorized by Sections 208 and 209 of the 1972 Water Pollution Control Act have also never been carried out. Recognition of changing conditions and limited knowledge to predict ecosystem response to change was recognized by the Water Science and Technology Board (WSTB)~(xix) of the National Research Council as a basic reason to recommend periodic review for and adaptive management of water resource systems. It is also considered necessary to use improved flexible benefit-cost analysis when considering dam removal for safety and environmental restoration in a process to create balance and compatible techniques to assess water resources system changes including existing development. Panels created by the WSTB have also indicated areas to improve the planning process used by the U. S. Army Corps of Engineers for both project justification and management of existing projects. Yet, the valuable contributions to the nation's water resources infrastructure, as recognized in "Fragile Foundations"; maintenance needs as documented by the ASCE Report Card and the need to maintain delivery of vital water services in the face of terrorism all increase the importance of improved water quality and quantity planning in the 21st century. Consequently, the authors recommend a renewed commitment to increase federal leadership to integrate water quality, quantity, disaster management and environmental planning and coordination in a cooperative local, state, federal manner. The authors believe that past national policy and study efforts have improved understanding of the issues and incrementally resulted in adaptive management behavior to improve the development and management of the nation's water resources. They also believe that such efforts including coordination through Councils such as, WRC or CEQ are needed to maintain and continue the progress that we have made.
