摘要

The first five years of operation of the Paka and Pasir Gudang power stations have shown the successful implementation of technology transfer applied to the techniques and systems required for operating and maintaining power plants. Although YTL Power Services is very young and had to be set up in a very short time, it has achieved successes including: 1. introduction and development of management systems and procedures complying with ISO 9000 principles, 2. implementation of the results of a Reliability Centred Maintenance study which has allowed maintenance workload to be reduced whilst improving equipment reliability, 3. this has been complemented by a condition monitoring programme which provides solid data on which to base maintenance decisions and plans, 4. achievement of a high performance and availability record 5. carrying out gas turbine overhauls in world record times. Training of staff has been vital for these successes in operation and maintenance. Training has been transformed into a continuous process, using appropriate systems to identify training needs and to introduce training programmes. This has gone hand in hand with the establishment of a satisfactory company culture in order to keep the trained and qualified personnel in the company. The implementation of technology transfer, continuous training and improved maintenance strategies have built the company into a highly capable O&M contractor. The success of these programmes is indicated by a performance record that is amongst the highest for combined cycle plants in the region and the world-beating gas turbine overhaul times achieved during the last two years.
