As part of the Philippine Climate Change Mitigation Program, a USAID-funded project to reduce greenhouse gas emissions from power plants in the Philippines, a team of technical experts from Pennsylvania Power and Lights (PP&L) and Hagler Bailly Consulting (HBC) completed controllable surveys in six power plants. These include two coal-fired plants, two oil-fired plants and two diesel power plants. Controllable loss survey aims to determine heat rate losses in power plants due to deviations between the "design" and the "actual" values of operating parameters such as main steam pressure and temperature, reheat temperature, exhaust pressure, excess oxygen in the economizer exit gas, condenser backpressure, spray flow, station use, etc. The causes of these deviations were diagnosed and classified according to the actions that may be taken to eliminate them. The survey results indicate that the combined recoverable heat losses in six power plants amount to about 8,016 BTU/kwh equivalent to potential savings of 587 million pesos (US$ 15.44 million). These savings would translate into a potential annual reduction of 569,564 metric tons of greenhouse gas emissions.
