摘要

Use of the Baldrige to improve educational outcomes has expanded from the building and district to statewide levels. Optimizing success requires understanding the micro-macro linkages that assure cohesion and effectiveness. This session will discuss effective expansion and its assessment using examples and statistics from a study of Minnesota's Partners for Quality program (an arm of The Minnesota Academic Excellence Foundation, MAEF). The study was designed to assess the effectiveness of the Partners for Quality initiative. To accomplish this, it was necessary to examine the workings of the Partners for Quality, the success of its services to districts, and the deployment of the quality initiative throughout the state. Among the findings were the macro-micro linkages that exist in a statewide quality in education initiative. As loci of control shift, parts of the organization move from a micro to a macro situation. Just as an organization must understand how a customer of one step in a process often becomes the provider in the next step of the process, it must also understand the interrelationship between the macro and micro linkages and how they can shift with the locus of control. Part one is an introduction to MAEF and Partners for Quality, Part Two is information on the expansion with the macro-micro linkages, and Part Three is results achieved through the initiative.
