摘要

Rapid decision making is a crucial aspect to effective emergency response. There are several different decision-making models available; however, the most fundamental requirement of rapid decision making for incident management is that a framework and methodology be established well in advance of any potential emergencies. The importance of being prepared far exceeds the usefulness of any number of last-minute reactive actions that can be taken. Having a solid network on national, regional, state, and local levels crossing all forms of institutions and organizations is ideal to be able to minimize the effects on people, infrastructure, and the environment.
