An RCC quality control program must provide tests that yield qualitative results for verification purposes, while having the flexibility to make minor adjustments to the mix without significant impact to the contractor's production. The Vebe test, although an ASTM specification, is a relatively subjective test. For instance, the project specifications for the North Fork Hughes River Dam allowed for a Vebe time between 19 and 30 seconds; however, these values were selected by the design engineer based on results from the laboratory RCC mix design study. The mix design was performed by personnel and equipment that were different than that utilized during production of the RCC. Furthermore, it is possible for individuals to have varying interpretations of when the formation of a "complete" ring of mortar has vibrated up and around the Vebe surcharge weight per ASTM C 1170. This inconsistency coupled with the use of equipment that may be at the opposite ends of the allowable frequency range for the Vebe vibrating table may account for Vebe times that vary significantly. The results of the moisture content and unit weight from the materials used for the Vebe testing correlated very well with those results obtained by the nuclear density gauges. The field laboratory testing took 24 hours to obtain an accurate moisture content and did not offer the "instantaneous" results that the nuclear density gauge offered at the placement location. The Vebe test can also be a valuable method to confirm the nuclear density testing program.
