Monitoring and simulation of existing structures can be improved by utilizing more science. Minimizing the significance of uncertainties that require ongoing cycles of monitoring and simulation should be a goal of dam safety. This can be done by (1) using a more scientific approach when monitoring, (2) utilizing and acquiring aptitudes not currently required by a specific job description (the silent service), (3) performing more realistic simulations, and (4) considering future designs that match a state of vigilance with the significance of remaining uncertainties. The future designs may incorporate multiple uses that create structures massive enough to dwarf older structures that remain susceptible to random and unprecedented events. Most projects one inspects have vestiges of valuable and creative insights. Inspections of new construction and major modifications support this observation. Many of us accumulate private inventories of unique design approaches over time. Synthesis of design variations is apparent but appears limited to ad-hoc solutions of marginal problems in a competitive market place. This suggests that entirely new designs may be awaiting future and replacement projects. Research and development that is not confined to ad-hoc project modifications is necessary if only to assure us other designs with fewer implicit uncertainties are not feasible.
