Conflict is intrinsic to flood prevention planning efforts. Many practitioners address the process of flood prevention conflict resolution implicitly through case studies and examination of innovative program and policies. Few authors have examined conflict resolution explicitly; even fewer have documented how structured face-to-face negotiations have been used to resolve conflict and build consensus in complex flood control cases. The goal of this case study, which focuses on the facilitation and mediation of the Guadalupe River Flood Control Project, is to educate readers about the variety of tools that can be applied to a wide range of planning conflicts. This article establishes several lessons about the effective use of facilitated negotiation to resolve flood prevention related policy disputes: establishing a clear structure and framing a specific, bounded agenda for negotiation, which helps set the foundation for specific agreements. The joint scoping, review, and synthesis of technical information is central to reaching consensus on technically complex and uncertain issues. Using a single negotiating text and delegating drafting responsibility to working committees is an effective strategy for completing the written agreement. Establishing several deadlines helps motivate closure in complex negotiations. Creating strategies to deal with implementation is also an essential step.
