Boundary Dam, located on Long Creek southwest of the City of Estevan, Saskatchewan, is an earthfill structure constructed by the Prairie Farm Rehabilitation Administration (PFRA) from 1956 to 1958 to provide cooling water for the coal-fired Boundary Dam Power Station and potable water for the City of Estevan. The dam is about 30 metres in height and over 300 metres in length. A proposed change in the location of a mine that supplies coal to the power plant initiated a desire to provide bi-directional traffic for 165-ton haul trucks across the crest of Boundary Dam. This was accomplished by widening the embankment in the downstream direction and constructing associated infrastructure, including a new bridge across the spillway, truck scale, and ROM hopper modifications. This paper presents an overview of the Civil Engineering aspects of the project and discusses the geotechnical implications of expanding a major earth dam on a highly plastic, shale foundation with the reservoir at full supply level.
