Many modem dams rely on complex electrical and mechanical systems for spillway gate and power plant operation. Increasingly, they also rely on remote supervisory control by operators located considerable distances from the dam. Maintenance quality and operating decision reliability are becoming critical dam safety issues often overlooked in dam safety assessments. These are similar man-machine interfaces to those in other industries: airlines, chemical manufacturing and in combat. The key management issue is how to ensure all reasonable safeguards are in place so that equipment will function reliably and operators will make optimum decisions in rapidly changing emergency situations. The paper will be illustrated by references to the recent dam safety assessment for Seven Mile Dam.
