The importance of transportation-land use issues was highlighted in a recent news interview with the Federal Minister of the Environment where he commented with respect to the Kyoto Accord that, "Cities must examine their land use planning attitudes and goals and begin to plan for use that promotes decreased emissions." (CBC, Oct. 24th, 2002) This poses challenges for both government and industry since the interrelationships between transportation and land use remain contentious despite extensive research. In particular, the influence of transportation system performance (typically congestion or travel time) on land use development has yet to be fully understood. This paper describes the development of a novel historical spatial-temporal approach to answer this transportation-land use question. The approach is based on the creation, modification and analysis, within a Geographic Information Systems (GIS) framework, of extensive historical databases of transportation system performance (traffic volumes) and land use data (actual land parcel use type and year of development) for the City of Calgary. An example focus is on warehousing/logistics land uses, which are critically important to Calgary's economy, and broadly under-examined within the field. The intensity of warehousing development in a given time period is related to a series of independent access oriented variables in an attempt to capture the strength and timing (lag) of this relationship. Early results indicate that at a system wide level, the timing and location of warehousing/logistics development is statistically shown to be associated with high congestion areas. However, focusing on a zonal scale, the relationship between developments and zone proximal congestion is less clear.
