LONG TERM MONITORING RESULTS OF AN AQUATIC CAPPING/CAD SITE PROJECT IN LONG BEACH, CALIFORNIA

This paper presents the results of a long-term monitoring project to test the effectiveness of an Aquatic Capping Pilot Project conducted by the U.S. Army Corps of Engineers (Corps) in Long Beach, California. The project was conducted in coordination with the Los Angeles Region Contaminated Sediments Task Force (CSTF), a multi-agency group established by the State of California in 1998 to develop a long-term management strategy for dredging and disposal of contaminated sediments from coastal waters in Los Angeles County. The strategy's goal is to identify environmentally preferable, practicable disposal alternatives, promote multi-use disposal facilities and beneficial re-use, and support efforts for watershed management to control contaminated sediments at the source. Aquatic Capping was identified as one of four pilot and/or bench-scale studies for local testing. All four studies were subsequently funded and managed by the Los Angeles District of the U.S. Army Corps of Engineers. The aquatic capping project involved mechanically dredging 100,000 cubic meters of contaminated sediment from the Los Angeles River Estuary (LARE) and placing the material in the North Energy Island Borrow Pit (NEIBP) - a historic borrow pit used to construct a series of near shore islands for housing oil and gas operations in the Long Beach area. After the material was placed, 68,000 cubic meters of clean material was mechanically dredged from the South Energy Island Borrow Pit (SEIBP) and placed as cap material over the contaminated sediment. The material used for the cap was previously dredged from the Port of Long Beach approach channel and was stored in the SEIBP for future re-use purposes. Extensive field monitoring occurred prior to, during and immediately following project construction. A long-term monitoring program was then developed by Corps staff and CSTF participants, to be implemented on an annual basis for a period of three years. Components of the monitoring program included physical and chemical analyses of core samples in the cap, benthic analyses to monitor for re-colonization, and bathymetry to monitor for settlement and/or erosion. This paper presents the results of the first two years of field monitoring, proposed monitoring program of the third year, and discusses implications for use of aquatic capping as a regional disposal procedure.
