Breakout sessions were held to consider smart growth in three separate development environments: urban infill, suburban redevelopments, and fringe developments. Each of these groups was asked four questions: 1. What are the key transportation program elements needed in each of these areas—the urban, the suburban, and the fringe? 2. What are the challenges smart growth faces in each of these areas? 3. How does the situation in each of these areas differ from that in other areas? 4. How do you measure what is "smart"? The items below were raised in the breakout groups.
