Workforce and organizational issues are a major focus of many of the state departments of transportation today. Reductions in force, as a result of both policy initiatives and retirement, have been common experiences in a majority of the states. The average reduction in full-time employees among all state DOT's is estimated at 5.3 percent over the past decade.
