National General Survey of Pollution Sources is a pioneering, basal, strategic and ambitious project. The establishment of Geographic Information System of pollution sources is an important indicator for deep development of the informationization of environmental management and environmental decision-making. Geographic Information System of Pollution Sources General Survey for Shandong Province which is based on the data of National General Survey of Pollution Sources and GIS platform established and improved archives of all kinds of key pollution sources and the information database of pollution sources in each level. This system realized the spatial location of the source so that we can conduct systematic analysis and research on the distribution of the province's emissions of industry, agriculture, life and other sources. And also can carry out statistical analysis on pollution load of different sectors of the given region and share data with the existing and under construction professional database of environmental data. With the system we can develop all types of decision support system which based on Environmental function zoning or Environmental capacity model or Economic Forecast Model and so on. First, the system position the pollution source survey foundation database in space with the GIS technology and then to achieve the function of the pollution source management、statistical analysis and simulation forecasting which based on space. The system platform is the oriented-SOA architecture WebGIS platform and technology architecture, establish a set of standards, a database, five application System and a external interface. the system achieves five-part function: the first is the pollution source geographical information system data maintenance system(C/S mode), the second is the network version application system(B/S mode), the third is the interface with the existing supervisor system, the fourth is the wireless map application function, the fifth is the management of pollution discharge declarations and registrations, the sixth is the decision support system. The system realized Digital Environmental Management in Shandong Province which will Speed up the process of the informationization of Environmental Management in Shandong.
