For most of the twentieth century, the history of oil in Latin America has been about the host governments' struggles to control their resources. In the early years, before 1928, Latin American countries welcomed IOCs because they drove growth, even if they occasionally engaged in barbarous acts and had little sympathy for the local population. As global output increased following the Great Depression, companies were willing to cooperate to protect market prices. As prices increased, producing countries started to erode the dominant role of IOCs. Concerns about military matters and the dominant position of foreign companies in their domestic markets drove these actions.
