The United States Department of the Interior,rnMinerals Management Service (MMS) preparedrnan environmental impact statement (EIS)(MMSrn2001) to evaluate potential environmental effectsrnof the proposed use of floating production,rnstorage, and offloading (FPSO) systems in therndeepwater areas (water depth >650 feet or 200rnmeters) of the Western and Central PlanningrnAreas of the Gulf of Mexico (GOM) OuterrnContinental Shelf (OCS) (Figure 1). The EISrnwas prepared in accordance with the NationalrnEnvironmental Policy Act (NEPA), as amended,rn42 U.S.C.§§ 4321-4370(d)(1994). The missionrnof the MMS is to manage the mineral resourcesrnof the Outer Continental Shelf in anrnenvironmentally sound and safe manner.rnThe FPSO EIS is a programmatic document thatrnexamines the potential issues and environmentalrnimpacts associated with, the petroleumrnindustry’s proposed use of FPSO’s on the OCSrnof the Gulf of Mexico. The EIS considers arngeneric FPSO system and operation, as well as arnrange of technical variations. The “base case”rnFPSO is a moored, double-hulled, ship-shapedrnvessel with 1 million barrels of crude oil storagerncapability.rnIn accordance with NEPA, the Government’srndecision will be detailed in a Record of Decisionrn(ROD). The ROD represents the culmination ofrnthis NEPA process. The ROD summarizes thernproposed action and alternatives, the impactrnconclusions of the EIS, and other informationrnconsidered in reaching the programmaticrndecision on the proposed use of FPSO’s. ThernROD has not yet been issued at the time of thisrnwriting.
