摘要

The United States Environmental Protection Agency's Tribal Authority Rule (TAR) is important to Indian Tribes that want to manage their own Clean Air Act programs, including the Title V Operating Permit Program. Tribes that want to implement an operating permit program may select from several different alternatives, including the option of EPA issuing Federal Operating Permits directly to the source or the Tribe issuing permits through its own inherent authority. To date, few permits have been issued on Reservations, but several Tribes are taking steps to implement permit programs. Operating permits may be subject to different schedules and guidelines where Tribal Implementation Plans (TIPs) are in effect. In this paper, representatives from different Tribes will discuss the options available to the Tribes for permit programs and will present case studies demonstrating how individual Tribes are approaching this important element of air quality management.
