The quality management standard ISO 9001 (the Standard), written in manufacturing terms, is adaptable to service industries under the assumption that a process is a process, but the adaptation is not clear and leaves a great deal of room for misunderstanding and waste of time, money, and resources. Service processes often vary greatly from those of manufacturing, making it difficult to apply the requirements of ISO 9001. Technical service companies have characteristics that are similar to both manufacturing and service, and so are neither one nor the other, but represent a sort of hybrid industry, with yet a third view of the Standard. Adding to the complexity, the latest revision of the Standard, ISO 9001: 2000, is completely reorganized from previous editions, and has expanded its scope. Some of this revision includes language that should be more easily understood, but the problem of getting the shoe to fit all feet remains a challenge. Implementing ISO 9001 requires a major investment in time, effort, and money. Yet, there are practical reasons why it is a good idea, and customer expectations head the list ― the Department of Defense now requires its performers to be ISO 9001-compliant. This requirement is somewhat vague, leaving a great deal of elbow room for interpretation, but trying to find an easy way, if the easy way is ineffective, will eventually cost more than simply complying. An effective way to reduce this cost is to adopt ISO 9001: 2000 as your quality management system standard to gain stability, then adapt your processes to achieve capability and continuous improvement. These techniques are valid for use in the technical service industry as well as in the manufacturing or general service sectors. Adoption of ISO 9001: 2000 can be made cost-efficient by the judicious use of external resources, maximum use of internal resources, the establishment and empowerment of an internal quality audit function., and creation of a system supervisor for continuous improvement.
