The 1997 flood provided an impetus to greater cooperation in the Red River basin. The flood highlighted to everyone in the basin their common interest in the river and how it behaves. The flood caught the attention of the two federal governments, who gave the IJC the mandate to conduct a study to understand better the causes of the flooding and what might be done to prevent future damaging consequences. The study found no basis for advocating flood control projects that might have provided the basis for a common undertaking. It did point to a myriad of structural and non-structural measures that need to be implemented and coordinated to make the basin more resilient to future floods.rnThere was no quick fix. Greater resiliency is a long-term commitment requiring the sustained effort of all jurisdictions within the basin. Progress has been made in establishing basin-wide institutions that will work for continuing change. The new institutional arrangements have been aided by the legacy projects left by the IJC study, which can give technical foundation to advocacy initiatives. Continuing public interest and discussion seven years later has kept flooding on the political agenda and the "window of opportunity" is still open-not an insignificant accomplishment. However, the reciprocal interests throughout the basin remain weak and much of the future progress will depend on the commitment of state, provincial, and local governments.rnWhat lessons are there in how to sustain a basin-wide approach in an international basin following a major flooding disaster? Flood mitigation requires a mix of non-structural and structural policies, projects, and activities. To obtain the best results, all of the impacts of specific initiatives need to be considered in the context of how they might affect other parts of the basin and other initiatives. There is a strong need for coordination and integration of all these activities. In an international river, there is a need for a common framework for planning and management of the floodplain.
