Safety Enforcement to Construction Workers: Discipline and Recognition

Unsafe behavior of workers is considered to be one of the major direct causes of construction incidents. Based on simple psychological theory that behavior is determined by its consequences, unsafe behaviors can be corrected and safe behaviors can be reinforced through effective feedback related to these behaviors. Safety recognition of workers with good safety performances can strengthen the safe behavior in their future tasks. On the other hand, disciplinary actions imposed on workers with poor safety performances can prevent future reoccurrence of the violations. Thus, incidents can be minimized by reinforcing safe behaviors and by curtailing the unsafe behaviors of workers. On a major construction project in China, the general contractor, in association with the project owner, implemented a safety recognition and disciplinary action program to promote worker safety. The program was implemented on the project to help site workers develop safe working habits, and at the same time to measure the safety performance of the project and each crew. This program was an essential part of the project safety management program, and as a result, this project completed more than 1,200,000 worker hours without a recordable injury.
