Because of unique hazardous nature of the construction industry, construction workers suffer the highest rate of death and disabling injuries around the world. To eliminate or reduce fatalities and injuries this paper discuss empirical research aimed at examining safety management practices as currently operational in the construction industries of Pakistan and Hong Kong with a view to enhance safety in developing countries. Safety management interviews were conducted with high profile executives, project managers and safety managers to demonstrate that how safety management systems were implemented in the construction industry of Hong Kong. The current safety situation of the construction industry of Hong Kong, safety legislation and enforcement is discussed. Emerging themes from qualitative analysis substantiate the significance of safety first, safety system, safety organization, orientation and training, research and development, personal protection program, toolbox talks and site safety cycle, plant department, safety and productivity, and development of construction business. The research demonstrates that constructors need to implement a safety, health and environmental (SH&E) management system on construction sites, particularly within the companies in the developing countries to save workers lives and to protect construction sites environments. Implications of the SH&E management systems to establish a risk free job site and reducing environmental pollution are addressed in this paper.
