In 1989, the San Diego County Water Authority embarked upon a Capital ImprovementrnProgram to improve the pipeline delivery system and to make the method of supplyingrnthe water throughout the county more flexible. Included in the CIP is the EmergencyrnStorage Project (ESP), which is a system of reservoirs, interconnected pipelines, andrnpumping stations, designed to make water available to all communities in the San Diegornregion in the event of an interruption of imported water deliveries due to an emergencyrnsuch as an earthquake.rnCompleted in 2007, the Rancho Penasquitos Pressure Control and HydroelectricrnFacility (RP PCHF) is an important component of the Water Authority's CIP. The RPrnPCHF is required to facilitate both the transfer from and to the Second Aqueduct fromrnthe ESP facilities, including the Olivenhain Reservoir and San Vicente Reservoir, via thernSan Vicente Pipeline. The RP PCHF site lies along the Second San Diego Aqueductrnand has a series of complex interconnections, interfaces, and interdependencies with arnnumber of other storage and conveyance facilities, making the design and operation ofrnthe facility challenging. With pipe sizes ranging from 42-inch to 96-inch and pressuresrnaround 306 psi, the facility is designed to handle tremendous thrust forces.rnA key feature of the RP PCHF is the single horizontal Francis type turbine which makesrnuse of available hydraulic pressure to generate up to 4.5 MW of electricity. The RPrnPCHF is not only good for the environment by generating electricity without harmfulrnemissions, but is also advantageous to the rate payers by generating approximatelyrn$1.1 million annually through the sales of electricity. This facility has zero emissionsrnand makes use of a completely renewable energy source.rnWithout this important facility, the ability to transfer water throughout the county wouldrnbe greatly reduced, particularly during times when imported water is not available.rnThis project has received the Outstanding Project Award for 2006 from the San DiegornSection of the American Society of Civil Engineers (ASCE), the Water Project of thernYear Award for 2007 from ASCE Region 9, and the American Public Works Associationrn(APWA) local award for Project of the Year for the environmental projects over $8rnmillion category.
