Truckee Meadows Water Authority (TMWA) has four hydroelectric projects located justrnwest of Reno, Nevada along Interstate 80 as you exit Nevada and start into California.rnThe projects all utilize water from the Truckee River whose headwaters flow from LakernTahoe. The projects were originally built around the turn of the century (20th!) and arerneach in the 2-3 MW range of output.rnFor the past 15 years, TMWA has been progressing on an upgrade plan to modernizernthe projects. The modernization has been driven by events and factors that have beenrnand are continuing to pose an issue for many generation groups. Some of the primaryrndrivers have been: the requirement to separate generation from transmission andrndistribution (all of the projects were previously owned and operated by Sierra PacificrnPower - Nevada Power); failure of antiquated equipment; an aging workforce; thernongoing demand to "do more with less"; as well as a forward-looking view of the need tornmodernize their aging system to make ongoing operation and maintenance easier. Thernupgrading started in 1992, with the help of Phoenix Power Control, Inc. The first plantrnunderwent a complete controls and excitation upgrade. There was a long period of justrnmaintaining but the pace of change has recently accelerated with two other plantsrnundergoing upgrades in the span of about 3 years. The last project a complete electricalrnupgrade including controls, excitation, protection and the medium-voltage subsystem.rnWith regard to the recent projects, Mr. Pat Neilson, the manager of the TMWA projectsrnhas been the driving force with his vision of both the need for updated equipment asrnwell as recognizing that technology has worked its way into many different parts of thernpower plant operations.rnMuch of the current group of operations and maintenance personnel are in the laterrnyears of their careers and most of them will be retiring within the next 5 years.rnCapturing the knowledge of these O&M personnel and passing it on to future operationsrnpersonnel is essential to TMWA's future success. Coupling that working knowledge ofrnthese very old plants with the modern equipment that has been installed has required arngreat deal of adjustment and training for the O&M staff.rnWhere they stand now is that three of their four plants have had substantial electricalrnupgrades, their communications between all of their facilities is now in the modern era,rnand they are much better prepared to bring in new operations and maintenancernpersonnel in the coming years.
