For sometime now Egypt has taken to planning, as presented by the implementation of the state plan for socio-economic development.rnTo create positive conditions for development a number of resources were needed including information. In other words information particularly scientific and related information was considered a vital resource needed for development, in addition to other resources. Thus the plan has accepted and advocated the great value of information in decision making, problem solving and in the conduct of work and fife.rnThe plan thus contemplated the establishment of several infrastructures, including development of available ones.
