Less developed countries (LDCs) are caught in a scarce-knowledge trap. They have limited knowledge-processing capabilities to use information. This limitation inhibits LDCs' socio-economic development which in turns inhibits the fostering of their human knowledge development. Highly industrialised countries (HDCs) have, on the other hand, powerful economic intelligence services based on their information and knowledge processing capabilities. Therefore, they have an advantage over LDCs in the international trade of commodities, where information manipulation is essential.rnCommercial online information services could be used by LDCs to monitor HDC markets and HDC changing demands for commodities. However, LDCs have to sift and process commercial information, a knowledge activity which could be done by creating a network of their few highly trained nationals. These individuals could keep an eye on the overseas markets which are essential to LDC national economies.
