With the CD-ROM project, the Pan American Health Organization (PAHO) intends to create a less expensive information delivery system to disseminate stable information on health in Latin America.rnThis paper describes the problems experienced with the on-line data base model attempted previously and with the CD-ROM based model for information delivery being experimented with now.rnA comparison of the two models as applied to the third world is made taking into consideration their functionality and typical costs.rnThe ongoing PAHO project is described and some experience already acquired with the production of CD-ROMs containing Micro CDS/ISIS data bases is also presented.
