The Engineering and Acquisition of SoS: Challenge Facing Coalition Forces and Possible Solutions

Increasingly, military actions must be undertaken in the context of joint services and coalitionrnforce operations. The platforms and systems that are involved in these operations need to be designed to achieve a high degree of interoperability. They also typically must be capable of independent operations. Differences in engineering practices as well as policies and doctrine create serious obstacles to interoperability. Added to this are language and cultural differences when operating as a part of a coalition force. The Office of the Chief Engineer (CHENG) under the Assistant Secretary of Navy for Research, Development, and Acquisition is the senior technical authority within the US Navy acquisition community for assuring an integrated and interoperable Naval Force. The panel will present the key CHENG initiatives that have been undertaken to establish both management and engineering processes (including collaborative interactions) across the systems engineering community. The panel members will describe cutting edge advancements in force systems architecting, large scale systems engineering, and collaborative engineering. Lessons learned and possible applications for the industrial community and international organizations will also be discussed. Throughout their briefs, panel members will address the INCOSE 2001 theme of Innovate, Integrate, and Invigorate.
