摘要

SOEs play the dominant role in China construction industry,so that SOEs reform determines whether construction enterprises grow continuously.But many problems are required to solve in China construction enterprises reform,for example insider control,inappropriate shareholding structure,loopholes or defects in incentive and restrictive mechanism.The introduction of public-private partnership to construction enterprises is expected to solve the problem since a policy environment has been created with the enactment and enforcement of related policies in recent years.This paper analyses the relationship between China state-owned construction enterprises reform and public-private partnership,and puts forwards public-private partnership can serve the purposes of exerting the leverage of public funds,introducing competition,enhancing service quality,improving market system and standardizing market construction order.
