In the process of capital construction and management in colleges and universities, it's an outstanding problem how to manage the cost of whole project in the process of construction. This essay makes a analysis about management of cost in each stage of capital construction and management of each item in colleges and universities, and gives a construction model in the whole process of each capital construction item in colleges and universities, furthermore it also gives proofs and analysis about the principles and correlative requires of construction model, thus to reach the target which achieves items under scientific management and control rationally cost.

机译：在高校基本建设和管理过程中，如何在建设过程中管理整个项目的成本是一个突出的问题。本文对高校基本建设各阶段的成本管理和各项目的管理进行了分析，给出了高校各项基本建设项目全过程的构建模型，并给出了证明和结论。对施工模型的原理和相关要求进行分析，从而达到实现科学管理，合理控制成本的目的。
