摘要

Chlorine is a kind of chemical gas that is used extensively in the fields of industry, agriculture, medical and health care. Recent years, there were many chlorine-leaking accidents happened just because of improper management, such as violating the safety operational procedure in producing or putting the long time unused liquid chlorine pot casually in the unit which produces, sales or uses chlorine. This article analyses the legal responsibility of chlorine-leaking accidents which violated many laws and rules, such as the " Safety in production law of the People's Republic of China". "Safe management rule of dangerous chemicals" ; and analyses the violate who should take charge of the corresponding administrative penalty and civil liability.
