Since the early 70s, incubators constitute an important instrument in innovation policy and also regional structural policy due to their establishment as a playground of young entrepreneurs and places for the launching of important new enterprises. A differentiation of types of incubators accompanied the historical development. Because of this variety in the playground the "incubator" should be clearly defined as an instrument to support entrepreneurs. International networks are necessary for the linking of incubators. Business development and creation of new ventures is a global activity, particularly in the field of high tech products. International cooperation results in an added value in the management of the incubators and facilitates the growth of new enterprises of worldwide competitiveness.
