This paper has as purpose the calculus and the description of the transitory parameters of the capacitors with losses in the quasi-stationary regime, taking into account the fact that, because of the relaxation phenomenon in the inhomogeneous dielectrics, the operational impedance is not always a rational function depending on the s variable.
