It is important that students experience observation of objects (nature, physical phenomenon, etc.) in science education. The students can discover something about the objects and increase interest to the objects. Finally he /she can enhance his/her ability of observing positively and learning effect will increase. However in some domains it is difficult to do observation in the class. Astronomical education is one of such domain. We realized a remote control system of a telescope in a public observatory. Students can see live images of celestial bodies or celestial phenomena by a video conference software. Students can control the telescope positively from a remote site by a user interface on a web page. In this paper we propose observation based learning (OBL) with remote equipment, a general theory of OBL is described. we describe learning of cases and learning of principle as important for understanding a phenomenon from general point of view, and also we explain an astronomical phenomenon of waxing and waning as an example. We propose a system architecture to realize OBL.
