Quebec ranks among the top two most attractive mining jurisdictions in the world to invest in exploration, according to the last two Fraser Institute annual surveys of mining companies. Moreover, with expenditures of 73 million dollars US, Quebec attracted 3.8% of 2002 worldwide exploration budgets, coming in 7th worldwide. Above all, Quebec offers a rich and diversified mineral potential spread out over a vast little-explored territory. With its prolific mining history and broad-ranging current production, Quebec's landmass offers an interesting discovery potential, as indicated by the steady rate of major ore deposits brought into production and recent discoveries of new substances (diamond). Abundant, accessible and constantly upgraded geoscience information helps make the most of this potential. Quebec's attractiveness is also based on its enviable business climate. Its reliable and modem mining regime, based on "free mining", provides easy low-cost access to exclusive and undisputable mining titles, and also guarantees the grant of mining rights in the event of a discovery. Exploration costs in Quebec are very competitive, thanks to the flow-through share system, to various venture capital funds and mining partners, financial assistance measures and an attractive tax system that namely includes a wide range of tax credits.
