The non-optimum analysis is a development of the optimum theory. Based on literature, this paper depicts in detail the problems of system optimum and methods of improvement. Through the concept of intervenient optimum, it analyzes the actual significance of system optimum. Based on non-optimum analysis, it puts out the academic idea of extension optimum. Meanwhile, it discusses about the general framework of system optimum. The contribution of the writer's research is the development of self-organization theory.
