One of the key aspects of the Indian scenario is the peculiarities of the water distribution in India. Though we have the benefit of being one of the wettest place on earth after the south Americas, such a label comes with a price tag and restrictions! Though our mean annual rainfall is of the order of over 100 cm, it actually rains in India on the average a total of 100 hours. All the 100 cm is thus compressed into hour time scale and one year has 8760 hours! Our spatial distribution is also very distorted: from a high of several meters of rainfall in a year in the northeast and parts of the western ghat region, the amount falls to an annual value of about 20 cm in parts of northwest. Thus the actual available water resources due to special and temporal restrictions, are rather limited in our sub-continent. This is farther compounded by the episodic events such as Tsunami, cyclones, hurricanes, excess precipitation etc as evident from the recent rain in Mumbai where 2000 mm rain fell within 24 hours as against normal event of one tenth of such value. Such episodic events take place in all parts of the world such as the Gulf of Mexico where the recent Hurricane Katrina devastated the area in USA in scale similar to our December Tsunami. Thus water management is a tricky issue since it does not recognize geographic and political boundaries.
