Drainage of state-owned assets brings great negative impact on Chinese economic reform, social equity and government credibility. This paper analyzes the problem from four aspects: the owners of state-owned enterprises (SOE), the principal-agent contract of SOEs, the accountability of managers, and the property rights protection mechanism. Several related suggestions are given in the end.
