Case Study of Institutional Economics China's Reform in the Natural Monopoly of Public Utilities*

The reform of the natural monopoly of public utilities in China is conducted through vanous combinations of induced change and imposed change, in which the interests of different social groups often conflict. Some groups are harmed in this non-Pareto improvement while other groups can benefit greatly. During the course of China's economic transition reform, various interest and vested interest groups emerge and their influential force is gradually strengthened. Public choice made by the participants, including the central government, the supervising departments, local governments, station-owned monopoly enterprises, private investors, and consumers determine that the economic transition reform evolves relatively slowly, but carefully and diligently. The reform process should differentiate the reasonable and unreasonable factors to decpen the reform. The reasonable are restrictions and difficulties that the reform is confronted with requiring resolution. Removing the unreasonable depends on dismantling the executive Monopoly and establishing fair market-oriented regulation institutions.
