摘要

Building a harmonious society is complicated systematic engineering that concerns many things. In the engineering, the government plays a key role and is the main force. Because the government is the biggest authority organization, representing fairness and justice. Many organizations in the society do not have such functions. Whether the public policy, public service and administrative arrangement are scientific or not, to a large degree, has a direct influence on the harmony of the society. Therefore, local governments should play the roles of the following functions in building a harmonious society: First, function of regulating and controlling to construct a scientific and reasonable social structure; Secondly, function of reorganizing to build a social order with standardized operation; Thirdly, function of supervising to improve social equity and justice; Fourthly, function of managing to maintain social stability and safety; Fifthly, function of guiding to build a social environment with compatible plurality; Sixthly, function of public service to make people live and work in peace and contentment.
