摘要

As stated recently by UN-Habitat, "poverty in the developing world, a phenomenon that has been for long associated with rural areas, has increasingly become urbanised. Depending on the individual countries and cities, between 25% and 80% of urban dwellers in the world are living in poverty situations, with very little or absolutely no access to shelter, basic urban services and social amenities" (Moreno, 2003) . According to the same sources, empirical evidence suggests that the proportion of urban poor will increase faster than the urban population. . . by the year 2020, the current 3 percent of urban poverty in the world could reach 45 to 50 percent of the total population living in cities" (ibid. ) . As noted by Satterthwaite and Mitlin (2003) "the depth of urban poverty is hidden by aggregated statistics" for urban populations "since most middle and upper income groups live in urban areas and this pushes up urban average - for low income consumption, access to basic services and health outcomes. . . . The scale and depth of urban poverty is under-estimated because official poverty-lines make little or no allowance for the higher costs of most necessities in urban areas".
