Strategies of Developing China's Software Industry

摘要

As an important sector of the information and communications (ICTs) industry, software is becoming a major driving force in a country's informatization process and in its overall economic development. In the past several decades, the world software industry is developing rapidly and the landscape is also changing dramatically. It is no longer predominantly controlled by the developed countries such as the USA and Japan; India, Irelands and Israel are becoming important players in the world market. In comparison, China's software industry is still negligible in the world. This paper investigates the most recent trend of the world software industry and the strategies China can adopt, In particular, we use the Indian software industry as a reference due to the vast similarity between the two countries' stages of economic development. Based on Heek's model of Strategic Positioning for Developing Country Software Enterprises, we conclude: rather than following the footstep of India to promote export, we suggest that China should develop its domestic software service industry in the near term and eye into a more balanced development strategy in the long run.
