摘要

The Yangtze River is a main artery of the Mainland Chinese economy. Three outlying areas around the river area the east, the middle and the west combine to form the Yangtze River drainage area. This drainage area has been a long standing economic hub for the majority of China and is currently playing a vital role in the economic development happening in the west of China. Beginning in the early 1990s, the increasing frequency of floods and the corresponding losses is property and resources in the drainage area have become an increasing concern. In light of these concerns it becomes increasingly necessary to closely scrutinize flood control work in the Yangtze River drainage area to minimize damage to both the local and national economy. Particulars in question are the need to revise guidelines for flood control in the Yangtze River drainage area; the influence of flood control on water resources and soil loss in the Yangtze River area; population dispersion and flood control placement; the role of flood-storage-detention areas; the necessity for sufficient safety standards related to flood control measures and consideration of the 1998 floods in light of changes in vegetation and land allotment in the Yangtze River area between 1954-1998. As these are taken into careful consideration and established in the form of the national law to ensure the prosperous opportunities for both individuals and the country.
