Learning organization and its development process should be viewed in a dialectic way. Learning organization is not one in an ideal state but with diferent stages. Every enterprise can build up its own learning organization. Learning organization should not be described as a standard model but one with various forms. To analyze dialectically the development process of learning organization, '' Five Stage Model'' which was put forward by Paul • Woolner can be used as the basic theory, which needs mending. The characteristics of learning organization in various stages are listed in a table. In the inner environment system of an organization , the organization is the environment for personnel and work team working, learning and developing. which forms the outer driving field; The learning ability and the knowledge level of the personnel also affect the development of learning organization. Learning organization and its social environment is also a system. Social environment is a condition for growth of every organization; the development of learning organization will lead the learning society making progress.
