The Yellow River Basin is an extreme water - scare region with just 749 m~3 per capita per year to meet domestic, industrial, agricultural, and environmental demands. Water resource is a significant constraint to the development of economics and society. Present water resource management practices have been proven to be insufficient for integrating both socio - economic development and environmental ecosystem integrity in the study area. The management aspects of the urban water resources in the Yellow River basin are evaluated and presented in this paper. Sectoral and fragmented rather than integrated water management, and the fact that water is considered to be a social commodity are some of the main issues resulting in water shortages in the study area. The present situation is evaluated and discussed, and the perspectives of a new demand - oriented urban water management are proposed in an effort to shift urban water policy towards Sustainability in the Yellow River Basin.
